Dangerous rip currents and rough surf will be a factor however along the East Coast, with wind and rain targeting Nova Scotia and Newfoundland. Effects from the storm on the U.S. will be minimal. What once appeared to be a concerning storm has now weakened and tracked farther east. The overall weather will remain dry along the East Coast. Gusty breezes will persist along the coast from the Jersey shoreline and Maine through at least Tuesday morning. Early morning fog can be a problem away from the coast through the early week as well. Impacts from Nova Scotia to Newfoundland will be felt later on Monday into Wednesday with the effects of a moderate nor’easter with rough seas and periods of windswept rain. The most significant impact from a U.S. standpoint will be locally rough surf and offshore seas through much of Monday. However, because of the farther east and weaker storm track, problems related to this will be minor. Most larger, ocean-worthy vessels will have no issues negotiating the conditions.

Statoil’s nearby Mizzen find may contain up to 200 million barrels, and the Harpoon discovery, announced in January, is yet to be evaluated. The finds are modest compared to the multiple billions of barrels of oil now accessible thanks to horizontal drilling, hydraulic fracturing and oil sands development, but break the prevailing trend. Canada’s existing three offshore fields — clustered in the Jeanne d’Arc basin some 150 km to the southwest of the Flemish Pass basin — pumped just under 200,000 barrels per day in 2012, down from around 370,000 bpd at their peak in 2007. “When a discovery of this size is established, it’s most likely there will be others. Players in the industry who had the region on a back burner will start looking at it more seriously now,” said Fadel Gheit, oil analyst at Oppenheimer & Co. In its latest forecast the Canadian Association of Petroleum Producers (CAPP) had expected eastern Canadian production to fall to 90,000 bpd by 2030, after reaching 250,000 bpd in 2025. In the short-term, output will be aided by the 2017 start-up of ExxonMobil Corp’s Hebron field. NEXT UP Just how much oil is in the region will not be clear for years. Statoil said it may not be able to return to the region to drill more wells until 2015 because of rig availability; as rival drillers move in, it will be harder to get hold of the labor and winterized rigs essential to operate in the North Atlantic. “A discovery like this, which is the biggest in the world since 2010, will raise some attention. We are a little bit ahead of the game but expect increased competition,” said Geir Richardson, vice president of Statoil Canada Exploration. The state-owned Norwegian company is developing the field in a joint venture with Canadian partner Husky Energy Inc, which owns 35 percent of the field.

A decision late this year or early next year. Republicans, and business and labor groups, have urged the Obama administration to approve the pipeline as a source of much-needed jobs and a step toward North American energy independence.

In signing a much-touted perimeter security deal with the United States two years ago, Canada committed to expanding the Nexus program a which has about 700,000 members a to third countries. Enrolment in Nexus is expected to “reach saturation” at about a million members within a few years, meaning that reaching out to other countries “is necessary to increase the level of travellers entering Canada through expedited clearance,” say the notes. A conservative estimate of potential intake into Canada’s trusted traveller programs, if arrangements were to be signed with “a handful of like-minded countries,” is in the range of 100,000 additional members, says a briefing note prepared for border agency president Luc Portelance. In fact, the Canada-Netherlands agreement was expected to be in place last year, with a three-page draft agreement drawn up for consideration. The border agency had no immediate comment on reasons for the delay. Pursuing the agreement allows the agency to commence expansion of trusted travellers programs to third countries “on a small scale” while meeting previous commitments, the notes say. In February 2011, European Commission officials expressed an interest in a trusted travellers initiative with Canada and offered their support for the Canada-Netherlands proposal. Under the draft plan, citizens of Canada and the Netherlands who are members of their own country’s trusted traveller program would be eligible to apply to the other’s domestic program. Applicants would undergo criminal, immigration and customs checks. In the first phase, Canadian members would be allowed to join the Dutch program. In a second phase, Dutch citizens would first be permitted to apply to the border service agency’s Canpass Air program, which currently allows permanent residents and citizens of Canada and the United States to enter Canada through nine major airports by looking into a camera that recognizes their irises as proof of identity. At a later stage, Dutch members would be eligible to join Nexus, jointly administered by the Canadian and U.S. border agencies for speedier travel to those countries. The border agency notes say Nexus could be used to forge trilateral agreements between Canada, the U.S.
